The Local Government Financial And Institutional Diagnostic For Development (LOGFIDD), developed by the UNCDF’s local development technicians, is both a process and a tool to assess the functioning of the local authorities and to assist them in finding appropriate solutions regarding their management and governance. Based on diagnostic and analysis, LOGFIDD thus serves to identify both inefficiencies and the potential of the local entity in economic, financial and organizational terms and to develop local solutions that are realistic towards the improvement of local management and governance. It leads to a local Pact aimed at improving the delivery of basic services.

How We Are Helping?

Engage communities in a performance-based process

Which aims to:

  • Develop a tool for assessing the functioning of the local authority that is shared by all actors, local and national, and that measures the performance of the local authority and its evolution on three levels: economic, fiscal and organizational. 
  • Establish a rating system to compare the communities among themselves and over time. 
  • Engage the local authority and its partners (social, institutional and private) in a real, dynamic, capacity building process of self-management and to enable it to improve, effectively, its own revenue and the quality of spending for the purpose of providing an acceptable level of sustainable services to its citizens. 
  • Promote local citizenship by providing relevant information on the local authority and enacting mechanisms to foster dialogue between the different actors of local development, and in particular between the local authority, government, financial actors and the citizenry. 
  • Strengthen the capacity of local government to invest in quality basic services.

A rigorous and realistic approach for investing in local development

A comprehensive Audit evaluates the functioning of the local authority in its economic, fiscal and organizational components.The audit is at the very heart of the LOGFIDD process and report.

A local Conference that aims to validate the audit and to identify directions for development and improvement of the dynamic between a territory and its institutions.

A Pact for local development built on a contract involving all stakeholders and grounded in results-based management.

A Scorecard that tracks the investment program and the performance of the local authority, including the identification and role of responsible actors.
