Upon its formulation in the early 1980s, the Eco-Development and Irrigation Project (EDI) and the Nam Tan Irrigation Scheme were based on UNCDF’s framework for eco-development projects that focused on integrated natural resource management. Based on the change of focus in UNCDF’s policy and evaluations of the two projects in the year 2000, the projects were re-oriented to better support the implementation and support to local governing institutions.

In downtown Phouloung village, a community with 60 houses and 72 families, the project is also supporting the creation of hygenic sanitation systems and a sustainable water supply. The region is the home of the Khamou ethnic group, a minority tribe in the mountains of northern Laos.

Ms. Phone, 34, has three daughters. She said the project advised her to grow certain plants that would reduce erosion and improve soil fertility. The project also provided her with fruit trees to grow in this field, which she will plant after harvesting this rice. She said doing upland rice is not very productive, and she looks forward to more fruitful harvests with the new trees. She said when her family needs rice in the future, they will probably sell the fruit or barter it for the rice in the market.

Mr. Somla, 69, is the head of the water users group for Nahom and Savang villages. One of this jobs is to ensure that the water catchment basin (left) is kept clean and free of debris. Mr. Somla has 22 hectares of rice paddy land which inherited from his family. For 40 years he was a soldier, and fought in various wars. For the past three years, he has focused on community work, as well as growing rice and grandchildren. “I have 8 children and 6 grandchildren,” he said. “And their health depends on keeping the water clean.”

In the remote northwest of the country, UNCDF built a road that is today a major artery linking the provinces of Sayabury and Luang Prabang with Thailand and China. This road, which is nearly 300 kilometers long, has had a major impact in the region, providing a source of livelihood for thousands of people. Many villages that were cut off from the outside world today are able to export their crops to market and import things like household goods, tools and farm implements.
