Building a new school in Lolotol, Bobonaro, Timor-Leste. The new building will expand the number of children attending school in the remote mountain village. The local government also is building a dormitory so that students who come from far away will be able to stay during the week. Decentralization, by endowing local bodies with greater responsibilities for planning, budgeting, and implementation of public social and economic infrastructure and services, is producing an improved focus on the rural poor, more efficient delivery, better implementation arrangements, and enhanced accountability.
