Local Environmental Governance and the Decentralization of Natural Resources

This paper argues that good, local-level mechanisms for environmental governance are not only likely to lead to productive natural resource management practices that improve the productivity of local rural economies and increase economic growth, but also to increase awareness of the importance of environmental issues, enhance local responsibilities and accountability and, finally, strengthen local democracy.

This paper was produced with the support of the Microfinance Network of Arab Countries: Sanabel, which, together with its country affiliates, did the extensive yearend 2002 survey and the year-end 2003 mini-survey. This survey is the third in a series of publications documenting the state of microfinance in the Arab States Region and tracking the development of this young industry over time. It attempts to map out the major suppliers of microfinance in the region and highlight the challenges and opportunities present for developing a mature industry.

Pro-poor Infrastructure and Service Delivery in Asia

This report - like the case studies it synthesizes - is founded on three assumptions: firstly, that poverty in Asia is still – and despite rapid urbanization - primarily rural (in numbers and in incidence); secondly, that rural local governments (LGs), despite their many weaknesses, have a potentially key role to play in the basic infrastructure and service delivery (ISD) which effective poverty reduction requires; but, thirdly, that the challenges for improving ISD through rural LGs are qualitatively much greater than through urban LGs, and that both these challenges - and also the opportunities – for making rural LGs more effective are poorly understood and documented.

This document sets the stage, by identifying the main elements of the broad debate. The alleviation of poverty has, in recent years, become one of the highest priorities of international development. Concurrently, the definition of poverty has evolved together with a better understanding of the nature of poverty itself and its underlying determinants.

Pro-poor Infrastructure and Service Delivery in Rural sub-Saharan Africa

The 4 case studies encapsulated in the synthesis in this publication, highlight the important roles that local governments play in fostering the pro-poor outcomes in terms of rural service delivery in the Africa region. Rural local governments are often ignored because of their structural weaknesses. These case studies show that they can make a meaningful and enduring contribution to poverty reduction through intensification of linkages between sector ministries and local governments, through improved local revenue mobilization, through improved planning and budgeting, operations and maintenance, and strengthened accountability.
