Ce document ouvre la voie en identifiant les principaux éléments d'un large débat. Ces dernières années, la réduction de la pauvreté est devenue l'une des plus grandes priorités du développement international. Dans le même temps, la définition de la pauvreté a évolué avec une meilleure compréhension de la nature de la pauvreté elle-même et de ses déterminants sous-jacents.

Local Governance for Poverty Reduction

The UNCDF approach to poverty reduction should be viewed against the backdrop of the current international discourse on poverty. This document sets the stage, by identifying the main elements of the broad debate. The alleviation of poverty has, in recent years, become one of the highest priorities of international development. Concurrently, the definition of poverty has evolved together with a better understanding of the nature of poverty itself and its underlying determinants.

Pro-poor Infrastructure and Service Delivery in Rural sub-Saharan Africa

The 4 case studies encapsulated in the synthesis in this publication, highlight the important roles that local governments play in fostering the pro-poor outcomes in terms of rural service delivery in the Africa region. Rural local governments are often ignored because of their structural weaknesses. These case studies show that they can make a meaningful and enduring contribution to poverty reduction through intensification of linkages between sector ministries and local governments, through improved local revenue mobilization, through improved planning and budgeting, operations and maintenance, and strengthened accountability.
