2004 Independent Impact Assessment of UNCDF

The Independent Impact Assessment ( I IA) of UNCDF was conducted in response to a request from the Executive Board to carry out an independent evaluation of the impact of UNCDF programmes and projects, and to inform Board members and UNCDF donors on the concrete outcomes of the ambitious undertakings of the Fund since 1995.

The I IA was also designed to enable UNCDF, as a learning organization, to verify whether or not its field operations are yielding the expected impact on the ground and whether they are being implemented and managed in the most efficient and cost-effective way. The I IA also assessed whether UNCDF has received the adequate technical and financial support to carry out its mandate.

The files below together make up the full report of this undertaking. The evaluation was conducted by three separate organizations: Universalia Management Group Ltd. (Canada), which assessed UNCDF organizational performance and produced a synthesis of the findings and recommendations of the three components of the IIA, Enterprising Solutions Global Consulting Ltd. (USA), which assessed the impact of UNCDF's microfinance operations, and ECIAfrica Consulting Ltd. (South Africa), which assessed the impact of the organization's local development programmes.
