The technical capabilities of organizations or individuals relate to knowledge and resources. Institutional capabilities refer to the institutional conditions enabling technical capabilities to be put to good use. In view of the fact that technical capabilities do not challenge existing power structures, they are easier to change and receive much more support from donors. However, development constraints are more often institutional than technical in origin.
