To clarify, we could use the analogy of a football match, where there are rules. Generally speaking, the rules of the game relate to what should not be done rather than what should be done. In fact, there are no rules about the way players should play. That is a matter for the trainers. The analogy holds good if the players are compared with villagers, the trainers with village leaders and the football federation with the groups of partners developing the rules of the game.
