This section is mainly based on UNCDF (1995a), UNCDF (1997a) and Michel & Lazarev (1997). It attempts to give the most faithful presentation possible of the concepts, objectives, strategies and methodological tools as described in UNCDF documents. These are the subject of critical analysis in the second part of this report.
