Le Défi

La République du Burundi est classée 178ème sur 187 pays au niveau de l’Indice de développement humain 2012. Deux décennies de conflit ont provoqué de graves problèmes sociaux et détruit les infrastructures locales. La crise a eu un effet direct sur le système de gouvernance, qui a tendance à être hautement centralisé, sous-inclusif, et ne possède que de faibles capacités nationales et locales pour fournir les services de sécurité et essentiels. Tandis que le pays continue de travailler en faveur de la stabilisation, le gouvernement a répondu à ces défis en concevant des initiatives qui appuient un processus de décentralisation. L’objectif du processus de décentralisation est de renforcer les services publics au niveau local, dans l’objectif de réduire la pauvreté.

Que fait l'UNCDF pour aider ?

Depuis 2006, l’UNCDF a aidé le Burundi à répondre à ses besoins au niveau du développement. Grâce à son projet sur l’Appui à la Reconstruction et au Développement Communal dans la province de Rutana, l’UNCDF appuie la décentralisation et la réduction de la pauvreté. Le programme travaille à renforcer les capacités institutionnelles locales au niveau de la gestion des dépenses publiques expérimentée sur la base du fonds de développement local.

MicroLead
Pourquoi To increase access to financial services, particularly savings, by supporting the expansion of microfinance savings-led market leaders in underserved countries.
COMMENT
  • Offering grants and loans that incentivize leading providers to start up new, or strengthen existing financial institutions that target low-income people, especially with savings, in underserved areas, particularly countries struggling to recover from crisis and conflict;
  • Through a competitive process to select leading indigenous microfinance providers from developing countries to expand their reach by implementing a variety of approaches including greenfields, transformations of MFIs to formally regulated deposit-taking institutions, and providing technical assistance to in-country MFIs;
  • Supporting technical advisors who work to help those providers to develop the institutional capacity to extend their reach.
