Le Défi

Le Royaume du Lesotho se classe au 158ème rang sur 187 pays au niveau de l’Indice de développement humain 2012. Malgré les progrès économiques significatifs réalisés de 2006 à 2008, et un revenu par habitant de 1.970 dollars E.U. en 2008, la moitié environ de la population vit en-dessous du seuil de pauvreté international de 1,25 dollar E.U. par jour. Le pays est exposé à des sécheresses sévères ainsi qu’à d’autres catastrophes naturelles, au VIH/sida, à des ressources limitées, à un chômage élevé et à une forte dépendance par rapport à l’économie sud-africaine.

Que fait l'UNCDF pour aider ?

Le programme conjoint de l’UNCDF et du PNUD d’Appui à l’inclusion financière au Lesotho (SUFIL) vise à inciter les fournisseurs de services financiers à offrir des produits favorables aux pauvres. Travaillant aux niveaux macroéconomique, mésoéconomique et microéconomique, le programme facilitera également l’accès des femmes aux services financiers.

Dans le domaine de la finance du développement local, l’UNCDF fournit un appui au gouvernement par le biais du Programme de développement local du Lesotho (LLDP par ses sigles en anglais), qui vise à appuyer la décentralisation aux niveaux central et local. Des initiatives visant à une gestion des dépenses publiques et à un financement du développement local durables sont en cours d’expérimentation dans trois districts, en vue de réformer les systèmes de financement du développement local dans le pays.

Support Financial Inclusion in Lesotho (SUFIL)
Pourquoi To improve and expand access to sustainable financial services in urban and rural areas by the low income segment of the market, particularly women
COMMENT
  • Improving inclusive financial regulatory and policy environment ;
  • Strengthening of the meso financial infrastructure;
  • Improving and accelerated access to a broader range of financial services.

A second goal specifically aims to:

  • Strengthen the capacity of the Technical Service Providers;
  • Negotiate and implement a consumer education programme in partnership with the Microfinance Forum, the Central Bank, UNICEF, the Ministry of Education and the Coalition of Client Protection;
  • Establish a microfinance resource for the industry, including a sector data base meant to track progress and performance of financial service providers.
