Government of Afghanistan Joins Better Than Cash Alliance

Today the government of Afghanistan announced that it has joined the Better Than Cash Alliance, an initiative founded by the Bill & Melinda Gates Foundation, Citi, Ford Foundation, Omidyar Network, United States Agency for International Development (USAID), U.N. Capital Development Fund, and Visa Inc., by committing to transition significant volumes of cash payments to electronic.

'Cashless' Payments

Another tool to eliminate bribery and theft in government transactions with citizens, be they individuals or corporations, is within reach.
Last week, the Department of Budget and Management launched a system through which government agencies can buy supplies online without using cash. It is called “electronic payment system or e-payment.” The service is being offered through the Philippine Government Electronic Procurement System, or the Philgeps virtual store, with support from the state-owned Land Bank of the Philippines. Buying through the virtual store may be done any time of the day.

UNCDF and The Hague Academy for Local Governance sign Memorandum of Understanding (MOU)

On December 18th 2012, Mr. Marc Bichler, Executive Secretary of UNCDF and Cecile Meijs, General Manager of The Hague Academy signed a Memorandum of Understanding (MOU) to cooperate in areas of mutual concern to enhance the effectiveness of their development efforts.
The United Nations Capital Development Fund (UNCDF), represented by its Executive Secretary is interested in enhancing its development activities in strengthening countries’ capacities for effective decentralization, local government and good governance; improve access to basic social services; promote public dialogue and accountability.

The Joint Oversight Committee of the Provincial Governance Strengthening Programme has released the final results of the annual performance assessment conducted in 2012 for access to Provincial Capacity Development Fund 2013/14. The JOC, chaired by the Permanent Secretary of the Ministry of Provincial Government and Institutional Strengthening Mr Stanley D. Pirione, presided over the results of the assessment on the 20th of December 2012.

CleanStart Expression of Interest

The UN Capital Development Fund (UNCDF) and the United Nations Development Programme (UNDP) are launching a Request for Expressions of Interest (EoI) for the Access to Clean Energy for the Poor through Microfinance (CleanStart) programme in Nepal. The EoI is open to eligible financial service providers (FSPs) that have retail or wholesale operations in Nepal. The programme will award grants and technical assistance to leading FSPs to create new financing models and expand their retail or wholesale operations in the clean energy markets, in particular to provide microfinance for clean energy solutions to low-income households and micro-entrepreneurs in areas which are underserviced at the moment.
