UNCDF in Liberia
The United Nations Capital Development Fund (UNCDF), in collaboration with Liberia’s Environmental Protection Agency (EPA) and Ministry of Internal Affairs (MIA), has launched the Performance-Based Climate Resilience Grants (PBCRG) under the LoCAL+Facility to support locally led climate adaptation.
Aligned with the 2018 Local Government Act, this initiative strengthens decentralization by enabling local governments to integrate climate adaptation into local planning and budgeting. The pilot builds on the 2019 Climate Resilient Vulnerability Assessment by the EPA and UNDP.
Through the Ministry of Internal Affairs, $296,000 has been transferred to Nimba and Lofa counties to finance climate-resilient investments aligned with Liberia’s National Adaptation Plan. Beyond funding, UNCDF and EPA are providing capacity building in decentralization, public financial management, and climate responsive budgeting.
Grand Bassa and Bong counties are receiving technical support to prepare for future inclusion in the PBCRG mechanism, laying the groundwork for national scale-up.
Strengthened water security systems and improved municipal sanitation in Lofa County
In Lofa County, three climate-resilient investments have been launched in Foyah, Kolahum, and Voinjama Districts to address critical water and sanitation challenges. In Foyah and Kolahum, mini solar-powered water supply systems are being installed to expand access to clean and reliable water. These systems are expected to directly benefit approximately 17,400 residents, including 11,700 women and 5,700 men.
In Voinjama District, the intervention seeks to strengthen urban sanitation and flood resilience through the rehabilitation of waterways and drainage system, combined strengthened solid waste management practices. These measures aim to reduce waterborne diseases, mitigate seasonal flooding, and promote healthier living conditions. An estimated 14,500 residents will benefit directly,, including 6,500 women and 8,000 men.
Together, these climate-resilient investments represent a significant step toward building healthier, safer, and more sustainable communities in Lofa County.
Nimba County Clean Energy Initiative
In Nimba County, PBCRG financing supports climate-resilient investments in Sanniquellie Mah, Yarmein, and Gbehlay-Geh Statutory Districts.
Solar-Powered lighting systems are being installed in areas with limited or no access to reliable electricity, improving public safety and enabling economic activity. The intervention is expected to directly benefit over 100,000 residents.
In parallel, more than 100 vulnerable youth including people living with disabilities, are receiving training in solar installation and maintenance. This component creates green jobs, strengthens technical skills and expands livelihood opportunities.
By combining climate-resilient infrastructure with youth employment, the initiative advances energy access, local economic development, and inclusive growth.
