The LoCAL project was the first to consider adaptation at the grassroots by working with the NCDDS as a decentralised structure.
The LoCAL project was also fully integrated in the Royal Government of Cambodia's strategic plans. The Climate Change Department of the Ministry of Environment, working with the Cambodian Climate Change Alliance, supported the LoCAL project.
