NDC implementation in LDCs, SIDS and ACP Countries: how can we support them?

A new collaboration between UNCDF and the ACP Secretariat

A new strategic partnership will support least developed countries (LDCs), small island developing states (SIDS), and some 79 African, Caribbean, and Pacific (ACP) states to implement their nationally determined contributions (NDCs), the UN Capital Development Fund (UNCDF) and the ACP Secretariat announced on Monday.

The two organisations announced the new partnership after the launch of their respective reports at COP24. The two reports both analyze how the development community can better support the implementation of NDCs.

“By providing new information and identifying significant patterns, this new collaboration will help identify opportunities within the international community for countries’ climate actions”, he added.

UNCDF’s ‘LoCAL-izing’ NDC report analyzes 11 countries where the UNCDF’s flagship programme for local resilience, the Local Climate Adaptive Living (LoCAL) Facility, has established a strong presence to compare each country’s NDC against its LoCAL investment menu (a list of climate smart investments eligible for finance under LoCAL) to determine any overlaps between the two. These countries include: Bangladesh, Benin, Bhutan, Cambodia, Ghana, Lao PDR, Mali, Mozambique, Nepal, Niger and Tanzania. The report ultimately highlights the local level contribution, through LoCAL initiatives, in achieving a country’s NDCs and identifies opportunities to support sub-national governments in the LDCs and SIDS with NDC implementation.

The ACP Report - Climate Ambitions: An analysis of nationally determined contributions (NDCs) in the ACP Group of States – provides a comparative overview of ACP NDCs. It recommends actions to help ACP Countries access the necessary technical and financial support and offers new ideas for donors to better support the upgrade of ACP NDCs.

The new partnership between the ACP Group of States and UNCDF will enhance support for NDC implementation in LDCs, SIDS and ACP countries. It will help to connect climate initiatives at national and subnational levels to support NDC achievement in target countries.
