Assessing the Effectiveness of Climate Resilience Grants to Local Governments in LDCs

Summary

To measure and strengthen the impact of the Local Climate Adaptive Living Facility (LoCAL), a mechanism of the UNCDF, the World Resources Institute (WRI) created the Assessing Climate Change Adaptation Framework (ACCAF). The framework aims to improve how LoCAL and its partner governments address climate change. This working paper, written by Ayesha Dinshaw and Colleen McGinn, is a reflection on the experiences of creating the ACCAF; it identifies challenges in monitoring and evaluation (M&E), presents solutions to these challenges, and offers lessons that donors, practitioners, and specialists can adopt. This working paper and the ACCAF serve to further LoCAL's mission of building the capacity of local decision-makers and and practitioners as their communities adapt to climate change.
