Increasingly, government-to-person (G2P) pay-ment transfers are being linked to financial inclu-sion strategies and outcomes. In 2011 Fiji’s De-partment of Social Welfare (DSW) launched the transfer of approximately 22,000 welfare recipi-ents to a savings-linked electronic payment sys-tem. The transition was the first large scale trans-fer of G2P welfare payments of its kind in the Pa-cific.
