UNCDF applies the UNDP Programme and Operations Policies and Procedures (POPP) as its overarching operational framework. However, in line with its mandate to deploy financial instruments, UNCDF applies Supplementary Guidelines (SGs) to the POPP governing the design and implementation of investment grants, loans, and guarantees. These Supplementary Guidelines align with Annex 1 of the UNDP Financial Rules and Regulations that apply to UNCDF.
