The F4F programme, supported by its innovative instruments and methodologies, helps its partners to tackle future challenges, to make choices, resolve issues and to define a common language in matters of the development of local communities and the choices of structuring projects.
The novelty of the consultation process is the collective work dynamic that is established between the partners thanks to methods that permit the debate and the exchange of opinions. This implies that everyone has the opportunity to have their voice on collective issues. It is for these reasons that all the actors, institutional or not, collective or individual, are identified, requested, informed and made aware of the implementation and functioning of the choice of the funded projects.
The implemented structuring projects bring a significant contribution to the transformation of the local food system, by prompting a reorganization of the relationships between the actors and spatial, social or economic sustainable changes.
Decision-making process of F4F
A contextual and detailed analysis of the proposed projects for funding is necessary to evaluate the positive or negative impacts at the economic, social, sanitary and environmental level. This analysis is realized on a case-by-case basis, in terms of advantages and risks through a methodological framework. It allows determining if the considered development conditions are beneficial and sustainable for the local communities. Progressively, it integrates a report of the nutritional state of the concerned vulnerable populations. as well as the place of women as actors in the decisions and beneficiaries of the project.
Once the priority target groups are defined with their strengthening needs to improve food and nutritional security, the designing of the projects starts. The 7 axes of intervention and the available strategic options for each of those are used as a canvas to develop the projects, without this feeling as a constrain. Once the intervention axes and the project strategy defined, a series of investment needs, in infrastructure as well as in capacity building, is defined. This process takes shape in a participative and iterative framework. Coherence with the other existing strategies at the national and sub-national level is also taken into account.
During the projects implementation phase, indicators of activities and results specific to the project are detailed to allow a proper monitoring of the funded achievements, a dialogue between all the stakeholders and a final evaluation.
Monitoring and evaluation
The setting up of mechanisms allowing to evaluate what has been done and what remains to be done is crucial. F4F creates a context favorable to decision-making, notably with an adequate framework to measure the accomplished progress in order to reach the quantitative and qualitative goals, this on an inter-sectoral basis (economic, social, environmental). The instruments enabling the choice, designing and execution of projects therefore favor the creation of a database that permits the monitoring and evaluation throughout its implementation.
