Course introduction

What does it take to develop climate resilience policies in order to contribute to the global sustainable development goals?

How can local authorities help their citizens combat and prepare for consequences of drought, floods, air pollution, land degradation, deforestation and rising sea levels? What financing options exist for the local level, and how can funds like the Green Climate Fund be accessed?

These and other questions will be the focus of a one-week course developed and implemented in close cooperation with climate finance experts from UNCDF.

In addition to identifying tools to help recognise local vulnerabilities (e.g. Future Climate Hazard), the course will explore the lessons of financing local climate change adaptation and taking examples from different country contexts. Participants will visit sites of innovative projects happening in the Netherlands, including a finance lab and green and clean transport innovations in Amsterdam and the ‘Rotterdam Climate Proof’-policy with a.o. urban adaptation to rising sea levels.

Special attention will be given to Green Public-Private partnerships and climate funds which are key in developing strong climate resilience plans and catalyzing joint actions.

Learning objectives

This course will help you:

  • Understand how local climate resilience plans can contribute to the global development goals, the environment, the economy and the quality of life of citizens in your community;
  • Learn about tools to assess local vulnerabilities with respect to climate, natural disasters and food security;
  • Increase your insight in effective strategies for climate change adaptation and mitigation;
  • Learn about opportunities for funding local climate initiatives, engagement of the private sector and financing experiences in other countries;
  • Familiarize yourself with the tools for facilitating stakeholder dialogues in the public and private realms;
  • Integrate climate resilience plans in the municipal policy process through designing SMART-action plans and applying lessons from examples in the Netherlands.

After successful completion of the course you will receive a certificate of The Hague Academy for Local Governance.

Practical information
