Local Climate Adaptive Living Facility (LoCAL)

The LoCAL Board and Forum

The LoCAL Board is composed of representatives from LoCAL participating countries. These typically are senior officials involved with or working in local government and/or climate change. Alternate members may also be nominated, including officials from permanent missions to the UN. The Director of Local Development Finance of UNCDF chairs the Board.

Board Member Countries:

The LoCAL Forum provides a space for LoCAL participating countries to exchange and share lessons learned and experiences in addressing climate change adaptation at the local level through the LoCAL mechanism. The Forum is open to development and technical partners engaged in LoCAL or interested in signing up to the LoCAL approach.

The Forum meets following Board meetings or at special events.

The Board’s primary functions include the following:

  1. Outline the overall LoCAL strategy.
  2. Approve the LoCAL annual report.
  3. Approve the annual workplan and LoCAL budget.
  4. Ensure that LoCAL participating countries apply the appropriate climate change mainstreaming approaches, public financial management standards and assessment, verification and audit procedures in accordance with LoCAL methodology, standards and UNCDF fiduciary controls.
  5. Guarantee the integrity and quality of LoCAL.
  6. Lobby and advocate for LoCAL as a means to channel climate finance to the local level in developing and least developed countries.

The Board meets twice a year, in person or virtually.
