The Office of Audit and Investigations (OAI) is UNDP's and UNCDF’s principal entity for internal oversight, ensuring the organization operates effectively and ethically. OAI provides internal audit, advisory, and investigation services to uphold accountability and integrity across UNDP’s and UNCDF’s operations.
Reporting Fraud, Abuse, and Misconduct
We are committed to addressing allegations of wrongdoing, including fraud, abuse, and misconduct. OAI is the primary channel for receiving and investigating these reports, whether they involve staff, contractors, or third parties interacting with UNDCF.
Reports can be made confidentially or anonymously through the Investigations Hotline below. To assist in thorough investigations, individuals are encouraged to provide specific details, including the who, what, where, when, and how of the incident.

Confidentiality and Malicious Reporting
UNDP and UNCDF honors requests for confidentiality within the legitimate needs of an investigation. However, knowingly transmitting false information is considered misconduct and subject to disciplinary measures.
How to Report Retaliation
UNDP and UNCDF staff are protected against retaliation for reporting wrongdoing or cooperating with investigations. Allegations of retaliation can be reported to the Ethics Office (ethicsoffice@undp.org). Verified cases are referred to OAI for investigation, and retaliators are sanctioned.
What Does OAI Investigate?
OAI investigates a wide range of misconduct, including:
- Fraud, theft, and embezzlement
- Abuse of authority or privileges
- Workplace and sexual harassment
- Sexual exploitation and abuse
- Procurement fraud
- Retaliation against whistleblowers
OAI also examines other failures to meet obligations, such as conflict of interest, gross negligence, and unauthorized activities.
What is Outside OAI's Scope?
Managerial and interpersonal issues that do not constitute misconduct are not investigated by OAI.
Investigation Process
OAI conducts impartial fact-finding investigations following UNDP’s legal framework and its guidelines. This includes:
- Acknowledging all reports and conducting a preliminary assessment.
- Undertaking formal investigations where warranted.
- Preparing reports for the Legal Support Office to determine disciplinary or administrative actions.
Anti-Fraud Policy
UNDP and UNCDF enforces a zero-tolerance policy on fraud and corrupt practices. This policy applies to all UNDP and UNCDF activities, personnel, and associated third parties, ensuring accountability in managing resources and projects.

UNDP is committed to organizational transparency. In accordance with decision 2012/18 of its Executive Board, UNDP is publishing the audit reports issued by its Office of Audit and Investigations (OAI) as from 1 December 2012.
