John Cambiotis is the Head of Digital Transformation and Innovation Unit at the United Nations Capital Development Fund (UNCDF), where he leads the organization's digital transformation agenda, enterprise AI, and organizational change management across its core operations.
John began his career conducting research on the H.264 video coding protocol at the National Institute of Standards and Technology (U.S. Department of Commerce). He transitioned to IT consulting at IBM, where he delivered large-scale enterprise systems for the U.S. Department of Defense and the New York City Housing Authority. From 2008 to 2014, he served as Senior Project Manager at the NYC Department of Education, overseeing a $79 million special education information system that transformed services for 183,000 students across 1,656 schools. He subsequently brought that delivery expertise to the private sector, managing international technology portfolios across the Middle East, Africa, and Asia before joining the UN system.
In 2021, he joined UNDP as Global Lead, partnering with the CIO to drive UNDP's first enterprise-wide digital transformation of its partnership function, delivering a Salesforce-based Partner Relationship Management platform tracking a $13 billion pipeline and $5 billion in annual funding agreements across 180 Departments. The initiative achieved a 65% increase in funding pipeline visibility generating 8,000 person-hours in administrative efficiencies. In a parallel workstream, he redesigned and digitalized UNDP's agreement tracking processes for 2,500 employees, reducing administrative overhead by 200 business days annually. The program earned the 2024 Salesforce Digital Transformation Excellence Award.
At UNCDF, John led the digitization of the organization's investment transaction pipeline, a strategic initiative directly linked to UNCDF's delivery model. He designed and drove the institutional rollout of an integrated digital sourcing platform bringing transparency, governance, and auditability to the full investment lifecycle, from project origination through to funding agreement execution. He now leads UNCDF's broader digital transformation agenda, encompassing enterprise architecture, AI and automation innovation, and organizational change management, positioning UNCDF for the next generation of data-driven development finance.
A Greek national, John brings 24 years of international experience spanning the private sector, UN system, and U.S. federal and city agencies. He holds a Master of Science in Distributed Interactive Systems from the University of Lancaster and a Bachelor of Science in Computer Science from the University of Essex. Beyond his academic qualifications, John is a certified quality auditor across CMMI, ISO 9001, ISO 20000, and ITIL, and holds certifications in PMP and SCRUM.
