Lacy Kilraine is the Head of Human Resources Unit at the United Nations Capital Development Fund (UNCDF). In this role, Lacy leads UNCDF's Human Resources (HR) Unit, shaping workforce strategy, talent acquisition, performance management, and organizational learning.
Lacy brings 20 years of experience leading people, operations, and strategy across public sector institutions, in both headquarters and field roles. She has held senior positions at the United Nations Development Programme (UNDP), the U.S. Agency for International Development (USAID), the U.S. Department of State, and the U.S. Congress, consistently driving results across complex environments. Throughout her career, she has led a broad range of functions, including operations, strategic planning, budgeting, programme management, monitoring and evaluation, and governmental affairs, with extensive field experience in Afghanistan, Pakistan, and Latin America and the Caribbean. Lacy also served as an advisor with the U.S. House of Representatives Appropriations Committee, focusing on international assistance, and she began her public service career as a Peace Corps Volunteer in Honduras.
From the United States of America, Lacy holds a Bachelor of Arts from Brown University, a Master of Public Policy from American University, and a Facilitation Certification from Voltage Control.
