Focus on the LoCAL Final Report on First Period of Global Expansion 2014-2018

The Local Climate Adaptive Living (LoCAL) facility’s latest report summarizes the activities and results from the first period of the programmes global expansion (2014-2018) in Africa, Asia and the Pacific. Drawing on a range of experiences and good practices in LoCAL design and implementation.

LoCAL has evolved considerably since its global scale-up in 2014, now engaging with 107 local governments, representing over 6 million people in 14 countries : Bangladesh, Benin, Bhutan, Cambodia, The Gambia, Ghana, Lao PDR, Lesotho, Mali, Mozambique, Nepal, Niger, Tanzania and Tuvalu. It directly delivered close to $17 million to countries, through grants and technical assistance, and mobilized almost $60 million from donors and parallel funding governments.

The report hence, delves into the mechanism’ step by step approach to achieve the mentioned, while shedding a light on the importance of subnational adaptation and of bridging national with subnational adaptation efforts. As well as highlighting the contribution of the local level to national climate change goals such as national adaptation plans and nationally determined contributions.

The report features LoCALs’ systematic approach and innovative system of Performance-Based Climate Resilience Grants (PBCRG); an outline of its operational components and country Phases; a detailed report of the mechanism highlights; lessons learnt; and a country by country profile providing detailed information on the status of the LoCAL initiative in each participating country, amongst other topics.

The Local Climate Adaptive Living (LoCAL) facility of the United Nations Capital Development Fund (UNCDF), was designed in 2011 to promote climate change-resilient communities and local economies by establishing a standard, internationally recognized country-based mechanism to channel climate finance to local government authorities in Least Developed Countries (LDCs). This year as the mechanism enters a new phase, LoCAL will build on its learnings and achievements, as it continues its efforts towards becoming a standard and recognized country-based mechanism for climate finance for Least Developed Countries.
